Pretty much it is all natural movement. It would not look good if their hands were just at their sides right?

you need to let the music kinda flow through you. if your gonna start with you hand, move to your wrist then the elbow, shoulder, head, etc just pretend that you have lots of energy in one spot and move it to different areas one at a time and make sure its all connected

The hand movements that they do when Crip Walking (assuming that they're real crips) r called Stacks, they do not really have to do anything with the flow. Usually the Crip Walker claps his hands on beat to keep with the flow, or does the classic ''arm rolling''.
Stacking is another method of representing, along with the Crip/Blood Walk, each hand gesture has a meaning. Some common signs that u can see with the stacking r the C (Crips), the B (Bloods), etc. Some other sings can be very complicated to decipher.
If what you're referring to r not stacks, then we're not talking about Crip Walking but we're talking about Clown Walking.
The hand movements in this dance r not essential either, u see them just in some moves like the heel-toe. Most of the times in the Clown Walk the hand movements r just used to keep ur balance while doing moves at high speed.
